[HTCondor-users] HTCondor HTTPS download link

Hi,

Does HTCondor have an HTTPS download link?  For the current release, the direct download is something like:
http://parrot.cs.wisc.edu//symlink/20190226031502/8/8.8/8.8.1/6195719bacad3ecbef8e43378f41b9d8/condor-8.8.1-x86_64_RedHat7-stripped.tar.gz

HTTPS does not work for that same host.
