It's an older version HTCondor 8.6.13... missed that on the release notes

$ condor_version

CondorVersion: 8.6.13 Oct 30 2018 BuildID: 453497 $

CondorPlatform: x86_64_RedHat7 $

I'll update to 8.8.0 and give feedback.

What version of condor are you running? We've added support for
supplementary group ids in docker universe in HTCondor 8.8.0.
