Hi Larry,
It's not a solution to your question, but does "condor_q" show the jobs if you run "condor_q -all"?
Starting in the 8.6.x series (IIRC), condor_q defaults to only showing your jobs - not all jobs. Perhaps it's getting confused as to who is querying the condor_schedd?
Anyhow, if you can get the jobs to show up in condor_q, that's probably the first step in debugging the underlying problem.
