Yes, the basic functions of the STARTD will work, but most of the process-isolation mechanisms will be disabled.  In particular 
  
- All jobs (and the daemons) will run as the user that started the HTCondor master process
 - HTCondor will not be able to use cgroups to limit job memory, etc
