The easiest way to do this is to only run the condor_schedd process on 
the one machine you want to be able to submit jobs.

So, either put SCHEDD in the DAEMON_LIST on that machine for older 
condors, or, for news condors, make sure that SCHEDULER is only in the 
role for the central manager machine, not in any others.
