not sure.   there are many knobs in condor that can affect matching.
without seeing your condor config and maybe a condor_status from one
of the nodes i'm not sure anyone could say with any certainty why.  i
would imagine the condor devs could theorize what might be going on,
but i'll bet they'll want to see the config file too
