That's what the HTCondor Manual is for! :)
We do try to have at least some description of all 700+ knobs in the
Manual, all referenced in the index. And we do try to have sane
defaults for all the knobs.
But yes, while configuration enables a lot of customization, it comes at
the cost of increased complexity. Kind of the whole Android vs iPhone
thing, or Linux vs Mac thing.
I think a shorter O'Reilly style HTCondor book that focuses on concepts
and examples to accompany the huge reference-style HTCondor Manual would
help. But maybe that's just my bias... I'm not sure if other folks
take the time to read O'Reilly style books anymore...
