Weird.  Does "condor_status -negotiator" show your negotiator appearing 
in the pool?  What does the output look like from the command
 condor_status -negotiator -af name myaddress condorversion
?

We could also look at debugging output from condor_userprio figuring out 
where your negotiator resides.  To display this output to stderr, you 
could enter command:
 /bin/bash -c "_condor_TOOL_DEBUG=D_HOSTNAME condor_userprio -debug"

If you are still stumped, send along the output from the above commands 
above, ideally along with the output of this command run on your central 
manager
 condor_config_val -writeconfig:update -

If you don't want to sanitize and post all this to htcondor-users, you 
can send it privately to htcondor-admin@xxxxxxxxxxx and in the email 
state ToddT was asking to see this output.
