It will be in the next stable release. Systemd will only restart
HTCondor on-failure. condor_off -master will function as expected.

Yeah, that worked too.
Indeed - /usr/lib/systemd/* is intended for packagers
(RPMs) and /etc/systemd/* is intended for sysadmins!
