[HTCondor-users] Set of jobs with limited number of starts per cycle?

Hi all,

I am looking for a knob to limit on the user side the number of job
starts per cycle?

E.g., for a 5k set of jobs limit the number of brokered jobs per cycle
to 100 or so (or chose only every third cycle) - to spread the jobs more
evenly over time. So that with 'nice_user' (and if additional necessary
'concurrency_limit') one can get the cluster full with bottom fillers
and have later on sufficiently of these finishing every cycle for more
urgent new ones.
