We asked HTcondor team about it last year and they did not seem to be in a rush.

Since that time I've learned that there is supposed to be a new API call for infrastructure-as-a-service

VM's in Azure that is supposed to be very similar to the AWS query API. Haven't had time to

try it yet myself.
