Jon,

BackgroundLoad is an arbitrary name. BackgroundLoadAvg might be
better. As with the built in machine attributes LoadAvg and
CondorLoadAvg, it's a floating point number analogous to what you
might get from the `uptime` or `top` commands on *nix system.
