As of condor 8.3.5, the RequestCpus value is in the OMP_NUM_THREADS 
environment variable of the job, otherwise, the job classad is in the 
file pointed at by the environment variable _CONDOR_JOB_AD, and you can 
grep all the Request*'s from there, it will look something like

RequestCpus = 4

Or, you could pass it as a command line argument to the job or an 
environment variable via the job description file's arguments or 
environment command.
