[HTCondor-users] how to keep fixed effective priority?

Dear HTCondor experts,

I would like to fix user's effective priority in order to give top 
priority regardless of usage of system. Is there a simple way to change 
the effective priority to 0.5 for a user? The priority should not be 
changed while the user is using system resources.
