My bad about the user condor. It has been created:
[mex@minicloud ~]$ tail /etc/passwd
....
condor:x:992:989:Owner of HTCondor Daemons:/var/lib/condor:/sbin/nologin

But something is still weird on my istallation. I have installed the  
condor 8.3.4 as suggested by Bert:

[mex@minicloud ~]$ yum info condor
Loaded plugins: langpacks
Installed Packages
Name        : condor
Arch        : x86_64
Version     : 8.3.4
Release     : 1.el7
Size        : 15 M
Repo        : installed
From repo   : htcondor-development

I'm still fighting with the error. Did you disabled SELinux?
