[root@turkey ~]# chkconfig condor off
Note: Forwarding request to 'systemctl disable condor.service'.
[root@turkey ~]# ls -ld /run/condor
drwxr-xr-x 2 condor condor 80 Apr  2 13:54 /run/condor
[root@turkey ~]# reboot
Connection to turkey closed by remote host.
Connection to turkey closed.
...

dmaziuk@stingray:~$ ssh root@turkey
Last login: Thu Apr  2 13:54:28 2015 from stingray.bmrb.wisc.edu
[root@turkey ~]# ls -ld /run/condor
ls: cannot access /run/condor: No such file or directory
[root@turkey ~]#

So: was there before shutdown, not there after boot. No LDAP involved.
