Yes, I think there is no problem creating static slots on Windows... at 
least up to 999 static slots.   :)

I think the issue is when configuring to use partitionable slots on 
Windows (which is not the default), HTCondor will fail to dynamically 
create more than 9 dynamic slots.  At any rate, a patch for this bug is 
already in the code repository for release with HTCondor v8.2.0.
