[HTCondor-users] Usage policies/kill script

My superiors has asked me to draft out and implement a usage policy for 
our cluster to reduce abuse of the system. Also, they requested that I 
set up a script to kill process from the machine that run longer than a 
certain amount of time, that were not submitted though Condor. Does 
anyone have experience in these two areas, and is willing to share their 
implementation.
