Dennis,

As far as I'm aware, there are no differences in HTCondor performance
on those two versions of Windows. In that case, I'd go for 2012 since
it will have a longer life span (although you're more likely to
replace the hardware before either version reaches End of Life. Server
2008 is scheduled for EOL in January 2020).
