I tried to reproduce this problem and couldn't. 

My test rig is a VM running Centos 6.3,  HTCondor 8.0.0
MAX_SCHEDD_LOG = 3000000000

The log is currently 2165873536 bytes in size and still growing.

basically, if I recreate the SchedLog ( > ScheddLog) and restart all condor processes everything resumes again. 

The ulimits for condor user looks fine just not sure why this is happening.

Has anyone else experienced this or is this a known issue?
