You should look at the following:
NEGOTIATOR_INTERVAL
NEGOTIATOR_CYCLE_DELAY

You might also consider calling `condor_reschedule` after the jobs are
submitted, but if you haven't hit NEGOTIATOR_CYCLE_DELAY since the
last negotiation cycle, it's roughly as useful as those buttons at a
crosswalk.
