It does look like there's been a change in the order of precedence.
Setting a PRECEDENCE attribute to either ".local" for the
LOCAL_CONFIG_FILE or ".d" for a file in LOCAL_CONFIG_DIR, I get:
[root@cycleserver40vm ~]# condor_version && condor_config_val -v PRECEDENCE
$CondorVersion: 8.0.6 Feb 01 2014 BuildID: 225363 $
$CondorPlatform: x86_64_RedHat5 $
PRECEDENCE: ".local"
Defined in '/etc/condor/condor_config.local', line 1.
[root@centos7 ~]# condor_version && condor_config_val -v PRECEDENCE
$CondorVersion: 8.2.1 Jun 27 2014 BuildID: 256063 $
$CondorPlatform: x86_64_RedHat5 $
PRECEDENCE = ".d"
# at: /opt/condor/local.centos7/config/precedence.txt, line 1
# raw: PRECEDENCE = ".d"
At lot of the configuration stuff changed in 8.1, so I don't know if
this was intentional or not. I couldn't find a reference to it in the
8.1 release notes, FWIW.
