It doesn't. The Linux kernel sets file-max based on how much physical
RAM is in the box. A box with 4GB RAM will have a default file-max of
~400K. A box with 64GB RAM will have a default file-max of ~6.4M.
You can override this in /etc/sysctl.conf.
