FYI I had the same problem and fixed it by deletion of the job_queue.log file. Annoying because I had put
# Turn off to accept improper classad syntax from some legacy sources
CLASSAD_LOG_STRICT_PARSING = FALSE
in the condor_config file and restarted, but it still generated a fatal error.
