[HTCondor-users] globally change JobLeaseDuration ?

Very quick question - is it possible to change the JobLeaseDuration
for all jobs perhaps via the condor_config file. I know it can
be changed in the job submission file with 

+JobLeaseDuration = ...

I tried this in condor_config but it didn't seem to make any difference:

JobLeaseDuration = 300
SCHEDD_ATTRS = JobLeaseDuration

I see quite a lot of disconnection events in the log files and
would rather the scheduler moved jobs elsewhere quickly rather
than waiting 20 minutes (default period) for a timeout.
