[HTCondor-users] Pool to pool

Hi. i have  create a 2 pool.
first pool use Htcondor and secondo pool user Torque(HPC). my question is:
I have to create a system that when the first pool is full, I have to 
spend the calculation to the second pool. this needs to happen is by HTC 
-> HPC or HPC ---> HTC
