Generally, it's easier to have a node belong to a single pool and use
flocking to send jobs between pools. If you do want to have a node
belong to multiple pools, see:

As for how to distribute the configuration to all of your nodes, there
are some options:
* Shared filesystem for configuration (e.g. an NFS mount)
* Manage the configuration with a config management tool like Chef,
Puppet, or CFEngine
* Use an HTCondor management tool like Cycle Server or Wallaby
