Good when you a) know what machines $PROG is installed on and b) can't
modify condor_configs. If you're the admin and your users don't
necessarily know what hostnames they want, publishing PROG_Exists = True
in the machine classad -- manually or with startd-cron is the better way.

I.e. +1 to B.Candler's answer as well.
