The answer to your question is no.

The MRG 2.3 condor package is condor-7.8.8-0.4.1, which indicates a pre-7.8.8 version.
FYI - the HTCondor Project maintains a stable and development stream. 
Currently stable is V7_8-branch and development is master (7.9). The 
7.8.7 release is branched at V7_8_7-branch and tagged at V7_8_7. The tip 
of V7_8-branch is 7.8.8, until it is branched at V7_8_8-branch for 
release at which time V7_8-branch becomes 7.8.9.
Currently,

$ git diff --stat V7_8_7..V7_8-branch | tail -n1
 75 files changed, 2001 insertions(+), 3944 deletions(-)

which indicates changes on the stable series since the 7.8.7 release.
