Yay!!!!
As is usually the case it was something simple!
I had a rogue config file from previous install it was hitting before the one I thought it was hitting.
Thanks guys!

Hi sorry, hit a captcha on it and did not notice:
http://pastebin.com/kV9ZWZFR
I have the TRUST_UID DOMAIN, SOFT_UID_DOMAIN, and UID_DOMAIN all set to uncw.edu and at this point all machines but the master will be in that exact domain.
Excellent suggestion on the config. I will setup the distributed config stuff when I tackle file IO.

It's much easier to keep track of if you leave the condor_config as distributed, and just override any settings you need to change in condor_config.local

That's a non-existent pastebin.

Having different domains made me think of http://research.cs.wisc.edu/htcondor/manual/current/3_3Configuration.html#sec:Shared-Filesystem-Config-File-Entries
but this probably doesn't matter for you, as I don't suppose you are sharing UIDs between Windows and Linux (and even then, I think you could use UID_DOMAIN=uncw.edu)
