OK I did a refresh on mesos, as 1st iteration was some time ago.
In order for you to integrate you would need to write a framework wrapper for condor which kicks the daemons and responds to their resource requests.
You may also need to disable some internal condor knobs.

I think what you may really want is condor in place of mesos, but hey... that's me ;-). There is nothing that mesos offers that you couldn't do in condor, but there is a small barrier to entry to wrap your head around it.
But to answer your question, there is nothing preventing you from doing it.
