Thanks, I'll take a look.
I was able to grab the entire 7.8.7 binary download, un-tar it on the remote machine, export _condor_SBIN to the right place and get it to work when I submitted the next job. For some reason I expected to have more problems than that.

Hi Stephen,
There is Bosco (http://bosco.opensciencegrid.org/) that does what it sounds like you want. It creates a Condor glidein overlay on a PBS (or LSF, SGE) cluster.
And it can do it on demand. No need to submit a PBS job, just submit your dag, and Bosco will handle submitting the glideins.
