Don't do it directly from the packages. Do it from a configuration tool
invoked as part of the post-install process. On Debian it might be
invoked as something like "dpkg-reconfigure htcondor-users"; on Red Hat
as something like "system-configure-htcondor-users". Use this tool to
run the requisite useradd or userdel commands.
