Perhaps just run
   condor_userprio -usage

The condor_userprio has lots of options, see
http://research.cs.wisc.edu/htcondor/manual/v8.0/condor_userprio.html

The usage condor_userprio reports per user/group is like an odometer on 
a car - it keeps accumulating usage per user/group until it is reset via 
"-resetall" or "-resetusage <user>" command line options to 
condor_userprio. See link above.
