 DAGMan could help here. Even if it was a single node DAG. Use the POST script directive to run a script after a node completes. 
 
 Let's say foo.sub is your 10,000 job submission. Your DAG then is: 
 
 	JOB A foo.sub 	SCRIPT POST A notify.sh $JOB
