Yes.

We have /opt NFS-mounted on all nodes off of the central manager with
/etc/condor/condor_config symlinked to /opt/etc/condor_config. That way
you can keep all common settings in one place. If you do that, you
should probably check that uid/gid of the condor user are the same on
all machines.
/etc/condor/condor_config_local is where I put node-specific settings.
