what's the problem? the version of condor is 7.6.3

8 times out of 9 the Schedd isn't running and there's a stale .schedd_address or .schedd_classad file in ~condor/spool that is tricking condor_q. Similar for status, w/ collector files in $(condor_config_val LOG).
