I know virtually nothing about jobs schedulers such as Condor, but I imagine that each grid machine has some kind of "virtual machine" in which the jobs that were assigned to it by the scheduler are run. If that is the case, can the "virtual machine" be programmed to run jobs on its own in case the scheduler is down? For instance, "if the scheduler server is up, run the database jobs it assigns to you whenever it tells you to run them, otherwise, run them on your own every four hours".

You could run a script periodically that advertises into the machine 
ClassAd what cnames the machine has.  This sort of thing can be easily 
accomplished with STARTD_CRON.  So, in the machine ad, you might have 
something like this:

cnames = "name1,name2,..."

The job can then be set up to require a machine with a cname matching 
the one you want for that job.  The requirements might look something 
like this:

+desired_cname = "blah"
requirements = stringListIMember(MY.desired_cname,TARGET.cnames)

The timing of the job can be controlled via the cron-related submit 
commands.
