With this hint I found the problem...in condor_config I failed to add a line defining the RoosterLog file.  Thanks guys!!

Perhaps you could try to run rooster by hand in order to see what is going wrong.  Run it with the arguments -f and -t to cause it to log its output to the screen rather than to a file.
