To be more precise, unlike on XP, it runs on 7 and Vista but does not do much, which means it does not prevent the node from being eligible to run tasks as I raised weeks/months ago (does not properly detect user activity).

Subject: Re: [Condor-users] kbdd not working on windows server 2008
I have not been following these string of emails as closely as should be so I may be missing some information. First, our kbdd seems to be running on windows 7 and XP (not sure about 2008). Second, I am using the following config statement so the kbdd does not create a log file (permission of user required) and therefore you might try this. We do not get any log files, but it does seem to be working.
KBDD_LOG = C:\NUL

That may be helpful, especially for troubleshooting the problem.
Thanks,

We had another user who also seemed to see the kbdd die on him when logging in. I built a modified version of the kbdd that skipped doing some things outright that worked for him. If you want, I can send it to you to see if it also solves the problem for you.
