In the 7.6 manual, it is in the condor_submit "man page", or Chapter 9, the
"Command Reference Manual":

+<attribute> = <value>
A line which begins with a '+' (plus) character instructs condor_submit to
insert the following attribute into the job ClassAd with the given value.

Is it not in the same place in 7.4?
