[Condor-users] Bug with nice_user=True?

Bug with Condor 7.4 (mainly 7.4.4 but some earlier 7.4.?)? Linux/X86_64

We asked our heavy users to submit with
nice_user = True

What we are seeing is one nice_user starts up several hundred jobs, whilst
a second nice_user also has several hundred queued up. After 2 or 3
seconds all the running jobs are pre-empted and the second nice_user's
ones start up. Then, after another couple of seconds, it reverses, and so
on ad infinitum.
