Seems to be working for us with 7.5.3.  Can you provide more
information than "doesn't work"?  Double check that
ENABLE_RUNTIME_CONFIG is set to True (make sure not to use quotes).
Can you successfully run the commands by hand and see that the slots
go into Owner state?
