[Condor-users] Forcing users to be "nice"

Hi all,

 can I use condor_userprio (as an admin) to force some users to be the
equivalent of them using
nice_user = True
?

If so, what would the arguments be?

I'm also not clear what happens when nice_users (or equiv) are the only
people submitting. If the first one gets all the resources, does he/she
keep them until a non-nice user comes along?
