So, it turns out when we fixed this problem,  we ended up re-publishing 
the previous (broken) .MSI and .ZIP files rather than the new ones.   
The fixed files never made it off of my machine....

We have updated the downloads page and this time, I have verified that 
the corrected .MSI and .ZIP files are there.

Sorry about that.  Please download the Condor 7.5.5 installer and or zip 
and let us know if you have any problems
with this version.
