[Condor-users] ERROR: receiving new UDP message but found a long message still waiting

We have a condor installation v 7.2.3 that has been running  fairly well 
for at least 6 months, it mysteriously stopped matching jobs last night.
The collector log is full of this error message:

ERROR: receiving new UDP message but found a long message still waiting
 to be closed (consumed=0). Closing it now.

Googling it , I see it shows up in the release notes for later condor 
manuals  with the note "Fixed a problem that was resulting in messages 
such as the following:" and the error message.  

What causes this error?  Is there a workaround short of installing a 
later version of condor?  I plan to do this but right now I need to get 
jobs running again.
