so you have a version of condor with the bug that crashes condor_rmdir, this is fixed in 7.6.2
I just tested 7.6.3 and it's fixed there. so you could install 7.6.3. or you could replace condor_rmdir
with the version from 7.6.3, or comment out the lines in the config file that enable condor_rmdir.

condor_rmdir /?
from a command prompt. does it crash? or do you get the basic useage
output?
