I tried using 

Notify_User = swarna@xxxxxxxxxxx in submit file but still I don't receive any e-mail.

Do I need to change anything in condor_config file

i would try again without the '<' and '>', like this:

  Notify_User = swarna@xxxxxxxxxxx
