Hmmmm.... I wonder if it would make sense if the Condor MSI installer 
did this by default.  Even if folks aren't using DHCP, in general people 
don't disable or remote the DHCP service, right?  Just worried that 
doing the above may create more problems than it solves ....  Any opinions?
