NUM_CPUS is the number of physical cores.

NUM_SLOTS is the number of spots for jobs to run in on the machine.

They don't have to match.

In most cases you should let Condor auto-set NUM_CPUS. You can then  
use NUM_SLOTS to control how many jobs Condor executes concurrently on  
the machine.
